无人机等低空飞行器在农业领域的应用正推动现代农业的转型。作为国家重要商品粮基地与湖北省域副中心城市，襄阳发展农业低空经济对保障粮食安全、促进农业现代化、培育区域经济新增长极具有重要战略意义。基于比较优势理论，融合产业链治理与数字农业生态系统视角，文章系统分析襄阳农业低空经济的发展基础、区域优势与现存问题，明确其“汉江流域农业低空经济应用示范与服务中心”的定位，并规划三阶段实施路径。在此基础上，提出细化可操作的对策建议，推动产业链协同与生态构建，为襄阳打造可复制、可推广的农业低空经济“襄阳模式”提供决策参考。

As a new productive force in agriculture, the low-altitude economy represented by drones is profoundly driving the transformation of modern agriculture. Xiangyang, a key national commodity grain base and a sub-provincial city in Hubei Province, holds significant strategic importance in developing agricultural lowaltitude economy to ensure food security, promote agricultural modernization, and cultivate new regional economic growth poles. Based on the theory of comparative advantage and integrating perspectives of industrial chain governance and digital agricultural ecosystems, this paper systematically analyzes the development foundation, regional advantages, and existing challenges of Xiangyang's agricultural low-altitude economy. It clarifies the city's positioning as the "Han River Basin Agricultural Low-altitude Economy Application Demonstration and Service Center" and outlines a three-phase implementation roadmap. Furthermore, actionable policy recommendations are proposed to enhance industrial chain coordination and ecosystem development,providing decision-making references for Xiangyang to establish a replicable and scalable "Xiangyang Model" of agricultural low-altitude economy.
