襄阳职业技术学院学报

新时代高校党建示范创建和质量创优工作是提升高校党的建设质量的重要抓手。高职院校二级院系作为承上启下的关键环节，其党建质量直接关系人才培养成效和事业发展水平。文章系统梳理了党建示范创建和质量创优工作中标杆院系创建的内涵要求和高职院校标杆院系创建过程的现实问题，以襄阳职业技术学院商学院校级党建标杆院系创建实践为例，探索构建高职院校标杆院系建设“12345”工作模式，形成了一条党建与业务深度融合、以高质量党建引领学院事业高质量发展的新路径，为同类高职院校二级院系党组织开展党建示范创建和质量创优工作提供了可资借鉴的实践范例。

The demonstration creation and quality enhancement of Party building in colleges and universities serve as a pivotal mechanism for improving the quality of Party construction in the new era. As a critical link connecting upper and lower levels, the quality of Party building in secondary schools of higher vocational colleges directly influences talent cultivation outcomes and institutional development. This paper systematically examines the conceptual requirements for establishing benchmark schools within the "Dual Initiatives"(demonstration creation and quality enhancement) of Party building, alongside practical challenges encountered during their implementation in higher vocational colleges. Using the case of the Business School at Xiangyang Polytechnic, which serves as a university-level benchmark for Party building, the study explores the development of a "12345" operational model for constructing benchmark schools. This approach establishes an integrated pathway where Party building and professional activities are deeply intergrated, leveraging high-quality Party leadership to drive high-quality institutional development. The findings offer a replicable practical framework for Party organizations in similar vocational colleges to advance the "Dual Initiatives" in Party building.
