我国农村失能人口数量不断增加,失能老人养老问题越来越吸引社会频繁关注。由于家庭抚养老人的传统观念影响深远,多数老年人希望由自己的子女赡养安享晚年。随着城乡差距日渐扩大,大量农村年轻人外出务工以缓解经济负担,农村失能老人家庭照料面临巨大压力,而农村护理机构供应不足、护理服务质量不高,为满足农村失能老人日益增长的护理需求,农村地区需要加快推行长期护理保险制度。在农村地区推行长期护理保险制度的过程中面临着经济水平低、老人参保意识不足、护理人员缺乏等问题,为保持农村长期护理保险制度的稳定发展,文章提出了合理化对策建议。

The number of disabled people in rural areas in China is increasing, and the problem of old-age care for disabled people is attracting more and more attention from the society. Due to the far-reaching influence of the traditional concept of family support for the elderly, most of the elderly hope that their children will support their old age. As the urban-rural gap widens, a large number of rural young people go out to work to alleviate the financial burden. Family care for elderly disabled people in rural areas is under tremendous pressure, while the supply of rural nursing institutions is insufficient and the quality of nursing services is not high. Rural areas need to accelerate the implementation of long-term care insurance system. However, in the process of implementing the long-term care insurance system in rural areas, it is faced with problems such as low economic level, insufficient awareness of the elderly to participate in insurance, and lack of nursing staff. Therefore, in order to maintain the stable development of the rural long-term care insurance system, this article puts forward reasonable countermeasures and suggestions.
